Dispose of all the Flame Legion members and free Forktail from his prison by destroying the gate to his cell. Afterwards, make your way through the outpost. After the cutscene, leave the location and make your way to the Arcovian Foothills. Resurrecting him will trigger a cutscene. You will find the jailer Seneca the Relentless dead on the ground.
